1. SEC Publishes 2026–2030 Strategic Plan with Digital Assets at Center

The SEC released its Draft Strategic Plan for Fiscal Years 2026–2030 on June 2, placing digital assets as the first named objective under Goal One. Key provisions:

  • Digital assets as infrastructure, not a compliance problem: The plan states that "crypto asset technologies have the potential to revolutionize America's financial infrastructure"
  • CLARITY Act alignment: The plan commits to resolving jurisdictional overlap between SEC and CFTC
  • Enforcement shift: Success measured by deterrent effect, not case volume or fines
  • Focus on fraud and manipulation rather than regulation-by-enforcement
  • Public comment open through July 2, 2026

2. CFTC Follows SEC in Scrapping 'No-Deny' Policy

CFTC Chairman Mike Selig announced the rescission of the agency's "no-deny" policy for settlements, following the SEC's lead. This gives regulators more flexibility when settling enforcement actions, potentially allowing firms to settle without admitting or denying findings — but also removing automatic admission requirements for certain violations.

3. House Democrats Call for FTC Probe into Prediction Markets

US House Democrats formally requested the FTC investigate prediction markets for possible deceptive practices. This follows ongoing regulatory scrutiny of platforms like Polymarket and Kalshi.

4. Treasury Secretary Bessent on Bitcoin Reserve

Scott Bessent said the Treasury is "proceeding with all deliberate speed" on President Trump's 2025 executive order to establish a strategic Bitcoin reserve and digital asset stockpile. Bessent backed a summer push for the CLARITY Act.

5. Senator Lummis vs. Jamie Dimon

Sen. Lummis (R-WY) stated that JPMorgan CEO Jamie Dimon "either hasn't read the CLARITY Act or he wants to mislead people" regarding his critical remarks on the legislation. Lummis has been a key architect of crypto-friendly legislation.

6. SEC Commissioner Peirce on Blockchain Infrastructure

SEC Commissioner Hester Peirce challenged broad oversight of blockchain infrastructure in a June 3 speech at the IC3 Blockchain Camp. Her framework:

  • Neutral networks, open-source code, and noncustodial tools should NOT automatically fall under securities regulation
  • Regulators should focus on who controls assets, exercises discretion, or performs securities intermediary functions
  • True DeFi and autonomous software could receive different treatment from centralized crypto platforms

The speech provides a potential regulatory safe harbor for validators, node operators, and DeFi developers.
